Currently, there are nine Level 1 (least likely to re-offend), three Level 2 (moderate risk of repeat offense), and one Level 3 (high risk of a repeat offense, threat to public safety exists) in East Fishkill, police said.
The Detective Division monitor’s each person’s status while he or she lives in its jurisdiction, police said.
According to police, these are the two Level 2 offenders:
- Paul D. Reali, 45, of Hillside Lake Road, Wappingers Falls. Reali was convicted in 2009 of raping a 12-year-old girl and served eight years in state prison. He is 5 foot 11 inches tall, weighs 197 pounds, and has black hair and brown eyes.
- Randy Lockwood, 34, of Route 52, Hopewell Junction. Lockwood was convicted in 2014 of “use of a child less than 17 in a sexual performance.” He got 10 years’ probation and six months in jail. He is 5 feet 4 inches tall, weighs 135 pounds, and has brown hair and hazel eyes.
Police said the Level 3 sex offender is David V. Kiene, 43, who is registered as homeless.
Kiene was convicted in 1996 of second-degree unlawful imprisonment which involved, police said, sexual contact with a 16-year-old girl. Kiene is 5 feet 7 inches tall, weighs 140 pounds, and has brown hair and blue eyes. He got three years' probation. He must register as a sex offender for life, but can petition for removal from the list.
By law, only the Level 2 and 3 offenders are published on the state Division of Criminal Justice's registry.
The registry warns that anyone using the information on its site to "injure, harass or commit a criminal act against any person" may be subject to criminal prosecution.
