Flash Flooding Warning In Effect With Numerous Road Closures Related story: Massive Tree Slams Into Westchester House With up to 2 inches of rain having already fallen, a Flash Flood Warning will be in effect until 2:15 p.m. Monday, the National Weather Service said. The warn covers Westchester, Fairfield, Rockland and Orange counties.
