Police: Man Fondled Self In Front Of Kids At Kohl's In Northern Westchester A 38-year-old  man is behind bars after state police say he fondled himself in front of children at a department store in Northern Westchester. State Police at Cortlandt received a complaint on Friday, June 8 of a suspicious person at the Kohl’s Store located at 3008 East Main Street in the Town of Cortlandt. Loss Prevention advised that Jorge L. Valdovinos of Ossining was observed entering the store on several occasions, police said, adding Valdovinos proceeded immediately to the children’s shoes department, then appeared to be touching his genitalia over his pants while near children.  L…
