Massive Black Bear Spotted Roaming Through Westchester Village A massive black bear was spotted making the rounds in a quiet Westchester village. The Scarsdale Police Department issued an alert warning that a black bear was spotted in the area of Richbell Road and Burgess Road at approximately 10 a.m. on Wednesday, June 10. Police said that the New York State Department of Environmental Conservation has been notified. Since the bear has been peaceful, not expressing aggressive behavior, it is permitted to roam freely.
