Saw Mill River Parkway Ashford Avenue Bridge Ramp Reopens Westchester County Executive George Latimer held a news conference at the Ashford Avenue Bridge on Tuesday afternoon to mark the reopening of the entrance/exit ramp (exit 17) to the northbound Saw Mill River Parkway.Reconstruction at Ashford Avenue in Ardsley and Dobbs Ferry  is running about four months ahead of schedule, officials said.
