Scarsdale Police Assist Homeless Man Sleeping In Garbage Closet Police intervention was required in Scarsdale, when a homeless man attempted to beat the cold by taking shelter in the garbage closet of a Spencer Place apartment building. Officers from the Scarsdale Police Department were dispatched to 2 Spencer Place at approximately 8:30 a.m. on Jan. 3, following reports of an unauthorized African American that was inside the building.
