A popular Hudson Valley police chief has been named President of the New York State Association of Chiefs of Police. Joseph A. Sinagra of the Saugerties PD in Ulster County was sworn in during the annual conference in Albany. He succeeds Chief Kevin Sylvester of the Ossining PD.
