Disabled Patient, Caregivers Rescued From Flooded Parkway In Westchester A wheelchair-bound patient and two caregivers had to be rescued from a flooded parkway in Westchester when the ambulette they had been traveling in started taking on water.  The rescue happened on Sunday, April 30, when authorities responded to the Bronx River Parkway in White Plains under the Hamilton Avenue overpass and found a vehicle that had become stuck in the flooded southbound lanes, according to White Plains Public Safety.  The ambulette had become surrounded by over two feet of water, which was continuing to quickly rise.  When first responders saw this, they …
