Assemblywoman Paulin Sees Four Of Her Bills Become Law

MOUNT VERNON, N.Y. – Gov. Andrew Cuomo signed into law four bills last week that had been proposed by Assemblywoman Amy Paulin (D-88) of Scardale.

The laws signed by the governor on Friday range from protecting innocent animals to encouraging the use of alternative energy sources.

The first law – the Pet Lemon Law - discourages pet- store owners from buying dogs from puppy mills. It further helps to protect the rights of the consumer once an animal is purchased from such a store.

The Administrative Hearings Law requires that the state Department of Agriculture and Markets hold a hearing if a licensed pet dealer undergoes three consecutive inspections without correcting critical violations. The commissioner of the department now has the power to take additional actions regarding a pet dealer’s license if a situation needs to be addressed sooner than three inspections. According to Paulin, the intent is to prevent licensed pet dealers with patterns of non-compliance from mistreating animals.

Through the Fuel Cell Remote Net Metering Law, Paulin hopes to encourage the use of fuel cells, an alternative energy source, by allowing customers to apply credits generated in one building to the meter of another. This remote net metering is already permitted for solar, wind and micro hydroelectric generating equipment.

Lastly, the Pharmacist Immunization Law will enhance the effectiveness of the state’s efforts to reduce incidences of vaccine-preventable disease by expanding access to information in the New York State Immunization Information System.

“I’d like to thank Gov. Cuomo for his attention to these bills,” she said. “I worked very hard during the recently completed session to get as much done for my constituents and the rest of the residents in the state as I could. I’m thrilled the governor considered my legislation and signed it into law. I look forward to having him sign more of my bills into law in the coming months.”
