SCARSDALE, N.Y. - An accident is causing delays southbound on the Hutchinson River Parkway at Mill Road in Scarsdale, traffic.com is reporting.
The crash was blocking all lanes as of 6:45 a.m., forcing cars to use the shoulder to get by, according to the site.
The site listed the "jam factor" as an eight out of 10 and building.
