An officer from the Scarsdale Police Department conducting a DWI, seat belt and vehicle safety checkpoint on the Heathcote Bypass at Secor Road stopped Mamaroneck Avenue resident Carlos Alvarez shortly before 12:30 a.m. on Sunday morning.
