The body, which is no longer available, was found off an exit ramp to Interstate 95, a report with the National Center for Missing and Exploited Children said.
Believed to be a male, because of the clothes the victim was found wearing -- silver and gray Avia sneakers with blue laces and gray and blue patterned shorts -- the person had been dead around three months when found.
The victim had black hair, stood about 5-foot-1 to 5-foot-3, and was between 13 to 17 years old.
The New York State police don't have many leads to find the identity of the person, and chances are the case will never be solved unless someone steps forward with information.
Anyone with information should contact the National Missing Center for Missing or Exploited Children at 1-800-843-5678.
