It happened just after 10 p.m. Friday, Feb. 9 in Orange County on Route 6 in the town of Woodbury. The chain of events began when a New York State Park Police officer observed a vehicle traveling at a high rate of speed northbound on the Palisades Interstate Parkway near Exit 17.
