Andrew Cuomo on Sunday in four Hudson Valley counties: Westchester, Putnam, Dutchess and Sullivan. Multiple Crashes Leave I-87 Traffic At Standstill For those who have to brave the highways, Orange County Emergency Management officials are warning that I-87 is open, but due to multiple crashes, is at a standstill. The department reported around 4 p.m., Thursday that traffic is not moving between Exit 16 and Exit 17 (Harriman and Newburgh), and for motorists to use alternate roadways if possible. I-84 and Route 17 remain open and are passable, but conditions are treacherous, the department said.
