Man Caught With Heroin After Traffic Stop In Putnam, Sheriff Says A traffic stop in Putnam County led to the arrest of a Westchester man who was allegedly in possession of heroin, according to the Sheriff’s Department. On Wednesday, July 31, members of the Narcotics Enforcement Unit on patrol in Southeast stopped Scarsdale resident Donald Mittan, 44, when he committed a traffic violation. According to the Sheriff’s Department, during the subsequent traffic stop, it was determined that Mittan was in possession of alleged heroin and he was arrested at the scene. Truck Gets Stuck On Busy Roadway In Putnam A large tractor-trailer got stuck on a Putnam Valley roadway on Tuesday, Jan. 22, blocking traffic. The truck got stuck at the major thoroughfare at the intersection of Oscawana Lake Road and Dunderburg Road in Putnam Valley, the Sheriff's Department said. The truck got hung up on the grade preventing it from moving forward and making a turn. On the scene were the Sheriff’s Putnam Valley Patrol and the ESU Unit.
