Putnam Woman Charged After Animals Rescued From 'Deplorable' Conditions A 45-year-old woman was arrested for nine counts of animal abuse after the police had been to the home on a child neglect issue and found the mistreated and abused animals. The unidentified woman was arrested on Tuesday, May 28, when Putnam County SPCA officers responded to the Kent home following the report of possible animal neglect, said the SPCA. The issue came to light when the Kent Police were assisting the Putnam County Child Protective Services at the home in regard to the welfare of a child and unsanitary living conditions.
