John Sheehan, 28, was charged after he made a 911 call at Putnam Lake stating that he had seen several people armed and with masks around the friend's house as he was arriving to walk their dog, having made the call from another friend's house after fleeing the scene, police said.
State troopers, sheriff's deputies and the county's Emergency Response Team responded to the call, and the neighborhood was locked down for about two hours, police said.
After an investigation found that there were no armed intruders, Sheehan was charged with third-degree falsely reporting an incident, police said.
Sheehan made statements to authorities that implied he was in an altered state and was issued an appearance ticket after being sent to the Putnam Hospital Center in Carmel for evaluation and observation, police said.
Arraignment for the criminal charges will occur at Patterson Justice Court at a later time, police said.
