Justin M. Koehler was arrested on New Year's Day after he was found to be drunk behind the wheel while driving on Route 55 in Pawling, according to a statement from New York State Police.

Because he was convicted of drunken driving in March 2014, Koehler faces a felony count of DWI in connection with his most recent arrest, police said.

According to investigators, the 25-year-old's blood alcohol content was measured at .20 percent, more than two times the .08 legal limit when he was pulled over for failing to stay in his designated traffic lane.

After his arrest, Koehler refused to be fingerprinted or photographed, leading authorities to file an additional misdemeanor charge of second-degree obstructing governmental administration, police said.

Koehler was taken to the Dutchess County Jail after his arraignment in Dover Town Court. Authorities said he is to appear in that court as well as Pawling Town Court at a later date.
