The New York State Division of Criminal Justice Services issued an alert on Monday regarding the residency of 32-year-old Donnell O'Neil, who has moved from White Plains to a residence on Seminary Hill in Carmel.
The Division of Criminal Justice Services has assigned O'Neil a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.”
According to the Division of Criminal Justice Services, O'Neil was convicted in December 2009 of second-degree rape after he had sexual intercourse and contact with his teenage victim. He was arrested by the Greenburgh Town Police Department and sentenced to 10 years probation. He is now under the jurisdiction of the Carmel Town Police Department.
