Man Charged With Animal Cruelty After Neglected Horses Found In Area A Putnam County man is in custody and facing time in jail for allegedly abusing emaciated thoroughbred horses who were neglected, according to the SPCA. The Putnam County SPCA announced on Wednesday, Dec. 26, that Putnam Valley resident Paul O’Dair has been arrested and charged with two counts of animal cruelty for allegedly abusing two horses.
