18-Year-Old Charged With Raping Victim Twice In Area, Police Say An 18-year-old has been charged with forcibly raping a victim on two separate occasions in the area. State Police from the Poughkeepsie barracks arrested the teen on two counts of first-degree rape, a Class B felony. Troopers were dispatched to Route 55 in the town of LaGrange for a domestic dispute on Monday, May 20. Further investigation found the suspect forcibly raped the victim on two separate occasions, state police said. Man Charged With Taking Illicit Videos, Photos Up Women's Skirts In Area, Police Say A 73-year--old area man was arrested for allegedly using his cell phone to take photos and videos of women wearing dresses or skirts or "upskirting." Donald P. Fegan of Millbrook was charged Friday, Nov. 9, with five counts of unlawful surveillance after investigators found he used his cellular device to take the images and recordings, said Trooper AJ Hicks, spokesman for New York State Police.
