Mount Vernon Deputy Police Commissioner Admits To Fraud A police official in Mount Vernon has admitted to creating and using another person’s credit and name to pay for plastic surgery. Fraida Hickson, 56, a deputy police commissioner who runs the city’s parking bureau, pleaded guilty in federal court to one count of credit fraud on Wednesday, April 24. She was suspended from her position this week following the guilty plea. According to the federal complaint, the investigation into Hickson was launched in 2017 after she had two plastic surgeries using her victim’s name, CreditCare account and Social Security number.
