Landscaper In Hudson Valley Admits To Wage Theft, Faking Business Records A Hudson Valley landscaper has pleaded guility to failing to pay his workers the prevailing wage and then faking paperwork to cover up the crime. Putnam County District Attorney Robert Tendy announced Thursday, Aug. 26, that Joseph Fregosi, of Fregosi Landscaping Inc., pled guilty to perjury and his corporation pled guilty to falsifying business records and failure to pay prevailing wages.
