Popular Sports Bar In Westchester Seized, Closed For Not Paying Taxes Fans of a popular Westchester sports bar were met by a locked door on Wednesday after the business was seized by the state for nonpayment of taxes. According to the New York State Department of Taxation and Finance, Chuggers in New Rochelle was seized on Tuesday, Jan. 8 for not paying more than $9,000 in back taxes, said James Gazzale, a spokesman with the department. But the seizure doesn't mean the end of the favorite drinking hole.
