A number of area ceremonies to remember the Sept. 11, 2001, terrorist attacks, its victims and first responders are planned in Westchester County on Tuesday, Sept. 11. The county sponsors a 3 p.m. ceremony at “The Rising,” a permanent memorial near the base of the Kensico Dam in Valhalla.
