Idalia formed late Saturday afternoon, Aug. 26 as a tropical depression before being upgraded on Sunday, Aug. 27 to a tropical storm and to a Category 1 hurricane in the early hours of Tuesday morning, Aug. 29. First Hurricane Of 2023 Atlantic Season Develops, Then Downgraded: Here's Where Don's Headed The first hurricane of the 2023 season formed in the Atlantic before quickly being downgraded a short time later. Tropical Storm Don strengthened into a hurricane late Saturday afternoon, July 22 with sustained winds of 75 miles per hour, the National Hurricane Center said. But as it moved over cooler waters, causing it to lose wind strength, it was downgraded back to a tropical storm.
