Richard Vincent, of Mount Vernon, has been arraigned on charges that include second-degree murder and first-degree manslaughter for his role in Mount Vernon resident Randy Street’s death, Westchester County District Attorney Anthony Scarpino, Jr. announced. On March 13, Street, 39, was found by a friend dead in a pool of blood in his basement apartment on South Sixth Avenue in Mount Vernon.
