Work Nears Completion On 27-Story Apartment Tower In New Rochelle The superstructure of a 27-story luxury apartment tower located in the downtown area of a Westchester County city has been completed.  The topping off of 33 Westchester Place in downtown New Rochelle, a tower that will contain 315 luxury apartments, was held on Monday, Aug. 19, according to developer Allstate Ventures.  Work on the 27-story tower originally began in May 2023.
