Police: Area Man Lured 13-Year-Old On Social Media Before Committing Rape A 21-year-old man is behind bars after state police say he lured a 13-year-old on social media to send photos before eventually breaking into the victim's home and committing forcible rape. Allegations of sexual assault were reported to state police on Monday, June 25 in Carmel. A subsequent investigation found Anthony E. Barrera Ramirez of Dover began having conversations with the child on a social media application, police said.
