Unlicensed Putnam Valley Driver Charged With Resisting Arrest An unlicensed driver became combative with deputies during a traffic stop, leading to his arrest, according to the Putnam County Sheriff’s Office. Two Sheriff’s deputies on patrol stopped Victor Lowell, 35, of Putnam Valley, shortly after 7:15 p.m. on Sunday, April 14, after he committed a traffic violation near the intersection of Oscawana Lake Road and Church Street in Putnam Valley.
