Tesla Driver Busted For Aggravated DWI, Driving Too Slow, In Westchester A Westchester resident was busted by police with a blood alcohol content nearly triple the legal limit after he was spotted driving a Tesla excessively slow with a flat tire. Officers on patrol shortly before 4:15 a.m. on Sunday, Nov. 11 on Post Road in Scarsdale spotted Xuanmin Chen, 40, driving south on the roadway “at a very low rate of speed” with a flat right front tire.
