Area Man Charged With Sexually Abusing Child A Pleasant Valley man is being held without bail after being arrested for sexually abusing a child over a two-year period, according to the Dutchess County Sheriff’s Office. Cesar Contreras Castillo, 23, was arrested Thursday following an investigation by the sheriff's office and the Dutchess County Child Advocacy Center (CAC), said Capt. John Watterson. Watterson said at this time Castillo is accused of sexually assaulting a young child over a two year time period.
