McGowan is running for a second term on the Peekskill Common Council on the Democratic ticket.
"I am focused on continuing to build the Peekskill of the future with a vibrant downtown, and a waterfront that that remains open to all its residents as well as visitors," McGowan said. "I cast my votes based on the facts not fiction and what I truly believe is in the best interest of Peekskill as a whole and not for the benefit of a few. "
The 51-year-old works as a director of medical billing services for BTQ Financial.
McGowan moved to Peekskill 18 years ago when her and her parents bought condominiums in the Woods in 1995 and in 2001 built a house with her partner in Mortgage Hill.
"What I love most about Peekskill, and what brought me and my partner to Peekskill in the first place, is the diversity of its residents, the beauty of its waterfront and the strength of its community," McGowan said. "If you want to live in a beautiful place that is affordable and still growing, Peekskill is that place."
McGowan said she enjoys the diversity of Peekskill's restaurants and said she did her Christmas shopping in Peekskill last year, mostly at the Flat Iron Gallery and Weeks Jewelers.
"Peekskill is my home," McGowan said. "It is the place I will grow old in. It is the place that each day I walk around I continue to be amazed by the folks who do amazing things for our community. And what they all seem to have in common is their love and willingness to build a vibrant diverse community for themselves and their children to succeed in."
McGowan said she admires the volunteer enthusiasm in the city.
"I dare say that there are more volunteer organizations that offer caring help to its residents than there are in any other municipality in Westchester," McGowan said. "We are probably the only community in Westchester that actually embraces its homeless shelter, Jan Peek House. We have youngsters that gladly volunteer their time at our food pantries and kitchens."
