Scott Vaccaro, owner of the Captain Lawrence Brewing Co. in Elmsford and a manufacturing license holder, and Louis Lanza, a retail license holder and restaurateur who owns several operations in New York City, have plans to partner their resources to open a brewery on the 7-acre marina property on John Walsh Boulevard, according to lohud.com.
The current ABC Law, however, is stopping the project from moving forward because it establishes a tier system of manufacturers, wholesalers and retailers that prevents individuals holding different licenses from sharing a financial interest, according to lohud.com, which reports that the two businessmen, who hold different licenses, are not legally allowed to become financial partners.
Though the bill has passed the state Assembly and Senate, it needs to be signed by Gov. Andrew Cuomo before it comes law, according to lohud.com, which reported that the Governor's Office is reviewing the legislation, but has historically been seen as supportive of New York's craft breweries and wineries.
