Don't Say 'Inmate': NY Law Changes Term For Those Housed In State Prisons Convicted criminals who spend time in New York prisons will no longer be officially referred to as “inmates.” Gov. Andrew Cuomo issued a series of midnight clemency orders to 10 felons, including three tied to homicides. Cuomo, who announced his resignation on Tuesday, Aug. 10 amid a sexual harassment inquiry, granted clemency to “10 individuals who have demonstrated substantial evidence of rehabilitation and a commitment to their communities.”  Cuomo's resignation takes effect at 11:59 p.m. Monday, Aug. 23.
