Orange County Woman Caught On Video Stealing From Neighbor A reported theft of a water jug full of coins, led to the arrest of a New Windsor woman after she was caught on video entering the apartment where the theft took place, according to the New Windsor Police Department. Mia Toi Hood, 33, was arrested Thursday for the theft which took place on March 3 at an apartment in the Mason Ridge Apartment complex, said Det. Sgt. Chris Sager. A resident had reported that an unknown person had entered his apartment and stole a water jug full of assorted coins.
