Long Island Sen. Todd Kaminsky announced a proposal this week that would prohibit hotels from providing patrons with single-use plastic toiletries. Instead, guests may see wall-mounted dispensers, multi-use bottles or non-plastic containers used. Man Charged With Rape After Incident At Hotel In Orangeburg, Police Say A 34-year-old area man was arrested for rape Thursday after turning himself into Orangetown Police detectives.  Felix Francois of Spring Valley was charged with third-degree rape and sexual misconduct following an investigation into an incident that took place on Feb. 3 with a 20-year-old woman, said Orangetown Police Det. Sgt. James Sullivan.
