Rockland County Executive Ed Day Announces Staffing Changes Rockland County Executive Ed Day has announced a series of staffing changes that will take effect this week. Day said beginning Monday, Feb. 28, Chief of Staff Mike Hoblin will replace Deputy County Executive Guillermo Rosa, who retired on Friday, Feb. 25. Day Vetoes Amended $709M 2019 Budget Rockland County Executive Ed Day used his line-item veto power to strike down 95 amendments totaling several million dollars to the 2019 budget.
