Four Westchester Residents Face DWI Charges In State Police Stops Several Hudson Valley residents were among dozens arrested by New York State Police troopers for driving while impaired in the area. Westchester County On Saturday, March 2, State Police from Brewster arrested Juan C. Ramos Mendez, 23, of Cortlandt, for DWI and Aggravated Unlicensed Operation, both misdemeanors.
