State officials sent letters to New York's major electric and gas utilities, directing them to improve their outreach to customers as utility bills have increased due to surging energy prices. Gov. New York State has reached a record-setting settlement with broadband and cable provider Altice for the company’s muted response to Tropical Storm Isaias, which left some without service for upwards of two weeks.
