Unemployment Rate Inches Up In Westchester Westchester County's unemployment rate rose to 5.2 percent in February, up from 4.9 percent a year ago, according to the latest state Labor Department statistics. Rates are calculated using methods prescribed by the U.S. Bureau of Labor Statistics.  New York's area unemployment rates rely in part on the results of the Current Population Survey, which contacts approximately 3,100 households each month.
