Putnam Man With Four Warrants Caught With Heroin, Sheriff Says A wanted man with four active warrants was taken back into police custody after being stopped with heroin and paraphernalia during a traffic stop on Route 9 in Putnam County. A member of the Putnam County Sheriff’s Narcotics Enforcement Unit stopped Putnam Valley resident Richard Wulfhop in Philipstown on Friday, July 19, when he committed a traffic violation on Route 9. Undercover Operation Leads To Bust Of Alleged Heroin Dealer In Carmel An investigation into an alleged Putnam County drug dealer led to the arrest of a 22-year-old Carmel man who was caught with heroin and other drugs during a bust. A Putnam County Sheriff’s deputy assigned to the Narcotics Enforcement Unit received information in September last year that Carmel resident Carlos Priego was involved in the sale of heroin and prescription narcotics in the Hudson Valley.
