Crash Results In DWI Charge For Man Driving Twice Legal Limit, Police Say A crash has resulted in DWI charges for a Suffern man who was allegedly driving at twice the legal limit. State Police responded to a report of a one-vehicle crash on I-87 in the town of Clarkstown on Sunday, Jan. 20 around 1:30 a.m. After investigating the scene, police discovered that a Toyota Corolla had run off the roadway. The driver, 30-year-old Juan C. Arteaga-Funes was uninjured but troopers determined he was intoxicated. New York State Police troopers were dispatched to I-87 in Clarkstown shortly before 7:30 p.m. on Wednesday, Jan. 16, where there was a report of a driver menacing another following a motor vehicle collision. Police said that the driver, Hartford resident Steadbert Ramsay was struck by a Jeep Cherokee, which continued to travel south.
