Snow Emergency Declared In Orange County Snow emergencies in regards to parking have been declared in several Orange County towns and cities as the Nor'easter continues to pound the area with brisk winds and snow.   By noon Thursday, the City of Newburgh, Middletown, Goshen, and Monroe had all advised residents that parking on-street was off limits during the emergency to allow for street plowing.  Vehicles can be towed during an emergency, but most police departments said they would try to locate the owner before towing.
