Wappingers Falls Man High On Heroin Crashes Into Popular Town Of Poughkeepsie Pub, Police Say A Wappingers Falls man was arrested for driving while under the influence of drugs after smashing his vehicle into Paula's Public House in the Town of Poughkeepsie. Eric J. Bulinski, 32, was arrested after driving his 2009 Subaru Impreza into the side of the popular pub around 2 p.m. Wednesday, Feb. 27, said Town of Poughkeepsie Police Capt. Kevin Faber.
