Police Officer Michael Nolte responded to a report of an accident just after noon in the parking lot of Home Depot on Route 211 East.
Officers, including Deputy Chief Antonino Spano, and Sergeant Patrick Marcial, discovered that Matthew Green, 30, of Monroe had crashed into an unoccupied parked car. Green was unresponsive and demonstrating signs of an overdose, police said.
Green regained consciousness and was transported by Town of Wallkill Volunteer Ambulance Corps to Orange Regional Medical Center. Officers recovered drug paraphernalia, including a hypodermic syringe and empty glassines from Green's car, authorities said.
Green was charged with operating a motor vehicle while under the influence of drugs and aggravated unlicensed operation. He is due back in court on Oct. 31.
