A registered sex offender convicted of raping a teenage girl has reported a move in Westchester County. The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 45-year-old Tracey Douglas, who has moved from Valhalla to a residence on South 3rd Avenue in Mount Vernon.
