Federal Charges Dropped Against Former Mount Vernon Police Commissioner
Amid the chaos in Mount Vernon City Hall, as politicians joust over who's in charge, former Police Commissioner Robert Kelly saw a federal judge dismiss charges brought against him by former Mayor Richard Thomas.
