Three Underground Manhole Explosions Rock Fleetwood Three underground manhole cover explosions rocked an area in Southern Westchester and left several buildings without power. The incident took place in the Fleetwood section of Mount Vernon around 11 a.m., Wednesday, Dec. 11, on Gramatan Avenue off East Devonia with vibrations, across the area, said Mount Vernon Fire Deputy Chief Jim Lang.
