Police in Westchester Seize BMW With Improper Plates, No Registration Police took possession of a BMW when they say its driver had illegal license plates and no registration or insurance. Officers from the Scarsdale Police Department were dispatched to Hutchinson Avenue shortly before 9:45 p.m. on Saturday, Jan. 12, where there was a report of a disabled motorist near the intersection of Meadow Road at the Hutchinson River Parkway exit.
